The first of two NASA Electra radios that will fly aboard the European Space Agency’s next mission to Mars has been delivered for installation onto the ESA ExoMars Trace Gas Orbiter (TGO).
The TGO is being assembled at Thales Alenia Space, in Cannes, France, for a 2016 launch opportunity. It will study the Martian atmosphere for the presence of methane and other gases that may be present in small concentrations. It will also deploy the ESA Schiaparelli Mars landing demonstration craft and provide communications support for ESA ExoMars Rover and a Russian Lander planned for launch in 2018. (more…)
Britain’s impending withdrawal from Afghanistan and France’s recent dispatch of troops to the troubled Central African Republic are but the latest indicators of a long-standing pattern.
Since 1945 most British and French overseas security operations have taken place in places with current or past empire connections. Most of these actions occurred in the context of the contested end of imperial rule or decolonisation. Some were extraordinarily violent; others, far less so. (more…)

Wenn am 12. Februar die Olympischen Winterspiele in Vancouver beginnen blickt die Welt gebannt nach Kanada und fiebert sportlichen Sensationen entgegen. Doch bei aller Bewunderung für die menschlichen Athleten, im Vergleich zu den Höchstleistungen im Tierreich verblasst der Glanz manch einer Goldmedaille: Pottwale tauchen bis zu 2500 Meter tief, Gletscherflöhe produzieren ihr eigenes Frostschutzmittel, der Amur-Tiger trotzt Temperaturen von bis zu 45 Grad unter Null und ein Schneeleopard kann 16 Meter weit springen. „All diese rekordverdächtigen Leistungen und Fähigkeiten sind evolutionär als Folge der Anpassung an einen bestimmten Lebensraum entstanden“, sagt Volker Homes, Leiter Artenschutz beim WWF Deutschland. „Extreme Lebensräume, wie etwa Arktis und Antarktis, die Tiefsee oder das Hochgebirge, erfordern extreme Fähigkeiten.“ Diese Vielfalt gälte es, so der WWF, zu bewahren. A substantial fraction of the Neanderthal genome persists in modern human populations. A new approach applied to analyzing whole-genome sequencing data from 665 people from Europe and East Asia shows that more than 20 percent of the Neanderthal genome survives in the DNA of this contemporary group, whose genetic information is part of the 1,000 Genomes Project.
Previous research proposes that someone of non-African descent may have inherited approximately 1 percent to 3 percent of his or her genome from Neanderthal ancestors. These archaic DNA sequences can vary from one person to another and were aggregated in the present study to determine the extent of the Neanderthal genome remaining in the study group as a whole. The findings are a start to identifying the location of specific pieces of Neanderthal DNA in modern humans and a beginning to creating a collection of Neanderthal lineages surviving in present-day human populations. The astonishing transformation of the German economy from the ‘sick man of Europe’ to a lean and highly competitive economy is predominantly due to the decentralisation of wage bargaining rather than government labour market reforms, according to new research led by UCL.
The resurgence of the German economy has often been attributed to government policy, notably the so-called ‘Hartz reforms’ implemented in 2003. But research, forthcoming in the Journal of Economic Perspectives, suggests that it is instead down to the inherent flexibility of the German system of industrial relations – most specifically, the autonomy of labour market institutions to set wage rates – that has led to a dramatic increase in the competitiveness of the German economy.(more…)

ARMONK, N.Y. – 17 Jan 2014: IBM today announced plans to commit over $1.2 billion to significantly expand its global cloud footprint. This investment includes a network of cloud centers designed to bring clients greater flexibility, transparency and control over how they manage their data, run their business and deploy their IT operations locally in the cloud.
This year IBM plans to deliver cloud services from 40 data centers worldwide in 15 countries and five continents globally, including North America, South America, Europe, Asia and Australia. IBM will open 15 new centers worldwide adding to the existing global footprint of 13 global data centers from SoftLayer and 12 from IBM. Among the newest data centers to launch are China, Washington, D.C., Hong Kong, London, Japan, India, Canada, Mexico City and Dallas.
