Homeland Security Chief Speaks About Challenges Facing U.S., Global Cooperation

The United States is stronger and more secure than it was prior to 9/11, but threats from overseas remain and must be proactively managed, said Secretary of Homeland Security Janet Napolitano, who visited campus April 16 for a public talk sponsored by the UCLA Burkle Center for International Relations.

In a globalized world, international cooperation is the key to identifying those who intend to do harm, she said, adding that threats to the global supply chain, the activities of drug and human smuggling organizations, and the prevalence of cyber-criminals who attempt to steal information and intellectual property and disrupt critical networks are among the major challenges facing the Department of Homeland Security. COLLEGE PARK, Md. – Over the past decade, attacks and plots by homegrown terrorists in the United States have increased, the work of extremists from across the political spectrum – roughly 40 percent of it by so-called ‘lone wolf,’ non-aligned actors – says an analysis by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) based at the University of Maryland.

The statistics underscore the threat addressed in a White House plan released Thursday: Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism in the United States – a blueprint for “building community resilience against violent extremism.” (more…)

Protecting the nation from terrorism, breaches in cyber security and other threats inside its borders is such a massive undertaking it is “not easy to draw red lines” that can chart individual or departmental responsibilities, Secretary of Homeland Security Janet Napolitano said during a campus visit on Oct. 6.

In a talk hosted by the Jackson Institute of Global Affairs, Napolitano used the example of the so-called “Underwear Bomber” — a suspected terrorist who attempted to blow up (using explosives hidden in his underwear) a Northwest Airlines flight between Amsterdam and Detroit on Christmas Day 2009 — to illustrate the partnerships that are required to ensure the nation’s safety.
